A passport photo, a visa photo, immigration photo and citizenship photo has different requirements for different countries — different agencies, different standards, different consequences for getting it wrong. Knowing the difference is the actual skill.
What's true regardless: a rejected photo is almost always a requirements problem, not a photography problem — the size changed, the background rule changed, glasses stopped being allowed. Treating that as a moving target instead of a fixed spec is the actual skill.
